Yes well I don't think you ever need explicate motivations ("I did this because..."), because a) it's just not real, no one really ever does that b) creates drama of course :).
I thought his motivations were pretty clear, even though it is two-pronged: the supposed "protecting" of Buffy - when has Xander ever hid important information like that from her? Maybe he has, but I can't recall at the mo. Also he seems to always be the first one (sometimes only, Cordy notwithstanding, since although she is an ally, she's not a friend) to judge/criticize/attack her, ESPECIALLY when it comes to Angel.
So with that information, jealousy of Angel (Buffy/Angel, being supplanted as the "man" in Buffy's group), I don't think it's a far stretch to assume that is a large part (if not the only) reason for his actions. Of course he could always cleverly claim it was for her own good, yes of course. But based on past history, jealousy/anger is more likely.
But I don't think that changes the fact - for whatever reason - he kept that information from her. It might have significantly impacted what was to come...maybe it wouldn't change at all, but the fact of the matter is that she deserved to know. It was her RIGHT. Willow WANTED her to know. Instead he betrays her, betrays Buffy's trust in Willow.
